Shioru was originally a hero. Not a very good one, but still a hero. However, dismissing his powers as useless, no hero league would take him, and he was too weak to fight on his own. There was one group that would take him in though. Evil Burger's team, The Forces of Nature.

Shioru has the ability to detach his limbs.
