In a completely different universe to Kakari Takai, Cee is a twisted serial killer, who discovered a space sword, which aids him in his killings. He eventually broke into a government facility, killing everyone inside and stealing one of the world's most powerful weapons to exist, simply labelled "The Prototype". A piece of machinery that attaches to your back and can create so much electricity, it can destroy Space Swords, which are meant to be indestructible.

Cee's Space Sword has the power to let him fly, and also act as a somewhat boomerang, being able to cut through people, bounce to others before returning to him.
