their level of toon force caps out at mild to moderate depending on the severity of the situation

for example:

if theyre not taking the threat seriously (they genuinely think the threat isnt allat), they can use a mild - moderate level of toon force to escape the situation (eg. a piano falls on top of the enemies head and insta kills them)

this only applies if they actually are capable of handling the threat in terms of power, or come close to doing so

if the situation is clearly dire (eg. white) and theyre pissed off/genuinely fearful (basically being serious in any way), the toon force is gone

also all 3 have different levels of toon force

black has the lowest toon force (meaning it requires more to activate)

blue is in the middle

red has the highest overall toon force (in fact, when blue threw him at the end of corrupt shards, he traveled across the multiverse, went in a circle, and then crashed back into blue)

and nah, it doesnt impact outernet or CS in any way, because they pose actual serious threats. but if red or blue were to encounter say a mid/mid-high tier animator, they could probably evade the situation by simply not taking it seriously, not because theyre genuinely stronger or anything

youll probably never see black use toon force unless the threat is genuinely miniscule
