HERE'S A TUT ON THE BACKROUND!! (please credit me!<3)

Step one: Draw your main image. In this one, I drew a cat. Make sure you draw it in the foreground layer!

Step 2: Switch to the background layer.

Step 3: Select a color you'd like for the dots! Brighter colors make it more pop out ^^

Step 4: Select the circle tool. MAKE SURE your opacity is lowered around the middle.

Step 5: Start clicking and dragging dots around your screen! Add different colors and dots for the full background :)
