To color fast and fill in shapes with solid color would be paintbrush. It hasn't got texture so no white whill show through. Just make the size bigger n stuff. When you use the paintbrush for lines it can look sharp with like edges on it, but the pencil tool doesn't really. It looks more natural and less sharp. But if you use pencil tool on size 1 it doesn't work, so paintbrush is good for pixel art and stuff. So I'd say that pencil tool is better for outlines and stuff and paintbrush is good for coloring in colors (and put the opacity down for shading and highlight). An example would be my two most recent drawings, the one with the people the people were drawn in with paintbrush. They're a solid color with a nice, defined outline. The eye, on the other hand, was done with pencil tool. The lines have texture and less of a defined outline.
