This is blood eye.

He stays in abandoned towns and forests. He usually hunts for food and amusement. Blood eye tortures humans with his dead blood eye. When looking in his eye it will send your mental part of you on an old carnival ride. One person has jumped out of the ride but he was stuck there never to be seen again. When in contact with blood eye he will try to cover his face.

His appearance is a distorted humanoid giant figure with pale skin. All attempts to eliminate him have been unsuccessful. Blood eye is immune to all guns fire.
